Program Manager, Columbia Global Centers | Beijing

Helena Xiao oversees all the programs and activities that involve the Columbia Global Centers | Beijing as a Program Manager.  She is also responsible for identifying and establishing collaborative partnerships among Columbia University, other Columbia Global Centers, and local partners.

She has built experience in cross-border program management and external relation through years of work with governmental agencies and international organizations. Previously, she worked with United Nations Development Programme in New York, Washington D.C., and China, and International Poverty Reduction Center in China under the State Council Leading Group in Poverty Alleviation and Development and others as program officer.

She holds a master degree in public health policy from Johns Hopkins University. Before that, she studied Business & Civil Law at Beijing Normal University, and holds a Certificate of National Legal Profession Qualification in China. 

Finance & HR Manager, Columbia Global Centers | Beijing

Fiona Liu is the Finance and HR Manager of Columbia Global Centers | Beijing. She is in charge of financial management and Human resources, including daily accounting tasks, program finance, budget development activities, audit and taxation matters, office operations and human resources at the Center.

She holds a master degree in Finance – Investment Management from Hong Kong Polytechnic University. Before that, she got a B.A. in Finance from Dongbei University of Finance and Economics (DUFE).

She joined Columbia Global Centers | Beijing in October, 2014. Previously she has developed extensive experiences in different corporations and organizations in both financial department and English teaching area.

Office Manager, Columbia Global Centers | Beijing

Xuan Liang is the Office Manager at the Columbia Global Centers | Beijing. She holds a college degree in law and accounting from Beijing Agriculture Professional College and has many years of experience in office management.

Communications Officer, Columbia Global Centers | Beijing

Alvin Quan is in charge of the general communications, media, local alumni relations and public relations at Columbia Global Centers | Beijing. 

Before joining the Center, he developed his skillset and allogated experiences in marketing and social media in both international education coporations, namely Maple Leaf Educational Systems, and a start-up company which he co-founded.  

He holds a Master of Arts degree in East Asia Regional Studies from Columbia Univeristy (GSAS 16') and a Bachelor of Arts in Sociology and Pacific & Asia Studies Double Major from University of Victoria (2011).
