The Global Executive Masters in Public Administration will combine top-quality online video lectures and exercises with face-to-face instruction via Columbia’s Global Centers in Rio de Janeiro, Beijing and Mumbai. This blended model will allow ambitious mid-career professionals to receive an education from experienced faculty at Columbia University without moving to New York to pursue full-time study. The integration of online and face-to-face elements will also create an international community of public management experts, allowing students and faculty from around the world to share key insights and best practices for tackling the world’s most pressing urban challenges. Students who successfully complete all requirements of the program will be awarded the degree of Master of Public Administration (MPA).
THE EXECUTIVE MASTER of PUBLIC ADMINISTRATION
For more than 60 years, Columbia University’s School of International and Public Affairs has trained leaders from around the world on its New York City campus. The innovative new Global Executive Master of Public Administration will allow a select group of international professionals from a wide array of public, nonprofit, and private sector organizations to experience this education while remaining in their posts. The program is open to a limited number of students from Brazil and the US.
The Global EMPA curriculum focuses on the core analytical and management skills shared by all master’s programs, on a schedule that is compatible with our students’ demanding professional lives. Delivered in a hybrid online and face-to-face format, the Global EMPA will challenge students with online elements produced by an award-winning team, and allow students to participate in a multitude of events (lectures, conferences, seminars, fi lm series) during on-campus sessions at one of the world’s leading public policy schools.
The Global EMPA is an 18-month program that is delivered over 5 semesters. Three semesters consist of weekly online lectures and exercises, enhanced by live discussion, support and assistance at Columbia’s Global Centers. The other two semesters are intensive summer sessions held during the month of July at Columbia University’s New York City campus.
Partially online, the program requires students to complete a total of 54 credits or 16 classes. Eight of these classes will be offered on a hybrid model via the cutting-edge Canvas platform. The other 7 classes will be intensive month-long sessions on Columbia’s campus in New York City. Graduates receive a Master’s of Public Administration (MPA) degree from Columbia University.

The Global EMPA is designed to be completed whiles students continue to pursue their full-time careers. Instead of relocating to Columbia University’s in New York City campus for the entire duration of the program, students will be responsible for watching video lectures given by top university faculty and management experts, participating in online discussions with fellow students, and completing weekly exercises. These elements will all be integrated in a functional and user-friendly way on the award winning Canvas platform. Online, students will have access to a rich selection of specially created resources, as well as the expertise and diverse insights of their fellow students.
A key component of many Global EMPRA classes will be the audio-visual case studies, which expose students to specific, real world examples of best-practice cases in public management from around the world. These cases will consist of a short documentary produced by a team of renowned filmmakers, extended interviews with key actors involved in the case, and a written case document to be read and discussed among students
The connections formed in face-to-face sessions will be bolstered online by our platform´s rich social media functionality. Online discussions are an invaluable place where our students, most of whom have extensive experience in a wide range of public and private sector fields, can share thoughts on each week´s activities. Our online platform is designed to facilitate insightful online interaction – both within individual classes and internationally – and to serve as a central location where students can share links, videos, and documents that will enrich their overall understanding of the course material. Using the groundbreaking Adobe Connect video conferencing technology, students can collaborate on group projects inside the classroom and out.
