Howard KWONG
Howard Kwong is Senior Manager of Public Affairs APAC at Cascale (formerly the Sustainable Apparel Coalition), a global non-profit alliance of over 300 brands, retailers, and manufacturers dedicated to climate action and fair labor practices. He leads Cascale's policy and regional engagement strategy across the Asia-Pacific, rendering international environmental mandates and legislative standards practical and effective for Asian manufacturing supply chains.
At Cascale, Howard spearheaded the Manufacturer Interview Group and authored the 2026 APAC Policy Priorities Paper to accelerate decarbonization, drive region-specific decent work policies, and address systemic audit fatigue. By chairing the Public Affairs Strategic Council and leading policy panels in Shanghai, Ho Chi Minh City, and Hong Kong, he advances equitable brand-manufacturer decarbonization partnerships while elevating suppliers’ share of voice in global policy.
Bringing 15 years of public affairs, government relations, and sustainability experience across Hong Kong, Beijing, and Shanghai, Howard has held strategic roles at APCO Worldwide, the Hong Kong SAR Government, and Bloomberg L.P. Throughout his career, he has advised global companies such as VF Corporation on sustainability strategy and conducted policy research for philanthropic institutions including the Rockefeller Foundation and the Ford Foundation.
Howard holds a Master’s degree in International Public Management from Sciences Po Paris and a Bachelor’s degree in Journalism and Communication from The Chinese University of Hong Kong. He holds certifications in ESG Investing and Climate Finance from the CFA Institute and completed the Paris 2024 Olympic Marathon Pour Tous 10K.
