Mei'an Chen

Mei'an Chen is Senior Program Director and Senior Analyst at the Institute for Global Decarbonization Progress (iGDP), a China-based climate think tank. She leads the Beyond Carbon Program, which focuses on reducing non-CO₂ climate pollutants such as methane, nitrous oxide, F-gases, and black carbon—pollutants that drive global warming while also impacting air quality and public health. Her work spans projects on China’s green and low-carbon agri-food transition, short-lived climate pollutants, non-CO₂ emissions roadmaps, carbon markets, and regional studies on low-carbon cities. By developing scalable mitigation strategies in agriculture, energy, and waste, she works with colleagues and partners to advance solutions that deliver climate, health, and social benefits. She holds a PhD in Political Science from the University of Oregon, specializing in international relations and environmental policy.
